
Haikou, Hainan, October 1, 2025 – The 2025 World New Energy Vehicle Congress (WNEVC 2025) concluded successfully in Haikou, Hainan, on September 29, following three days of intense discussions. The congress was co-organized by the China Association for Science and Technology, the Hainan Provincial People’s Government, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology.
Under the theme “Industrial Transformation and Sustainable Development,” the event featured three primary forums: “NEV50@2035: Multiple Pathways & Collaborative Development,” “Cutting-edge Technologies & Integrated Innovation,” and “Hainan Free Trade Port & Global Automotive Industry Development Opportunities.” In addition, there were 15 specialized forums, a closed-door session, and various concurrent events, all of which generated significant results. During the congress, Wan Gang, President of the China Association for Science and Technology and President of the WNEVC, presented the Consensus on the 2025 World New Energy Vehicle Congress. The Consensus highlights the shared dedication of participants to promoting advanced technological innovation, fostering intelligent industry transformation, developing interdisciplinary industry talent, establishing a high-quality standard system, and building a new ecosystem of mutually beneficial cooperation. The goal is to guide the global automotive industry toward a more robust, resilient, and sustainable future. The annual selection of global new energy vehicle cutting-edge and innovative technologies, now in its seventh year, remains a crucial indicator of industry trends in electrification and intelligent technology.
This year’s congress saw record international participation, with senior representatives from organizations such as the German Association of the Automotive Industry (VDA), the European Automobile Manufacturers’ Association (ACEA), the International Federation of Automotive Engineering Societies (FISITA), and the Japan Automobile Manufacturers Association (JAMA) actively participating in discussions. Attendees came from 25 countries and regions, including leading companies and industry bodies from established automotive nations in Europe, the United States, Japan, and South Korea, as well as government and corporate delegates from emerging markets in Southeast Asia, the Middle East, and Africa. The event facilitated dialogue on diverse development paths and cooperation mechanisms across different markets. The World New Energy Vehicle Development Organization (WNEVDO) was officially launched at the congress’s main forum, intending to offer a structured platform for ongoing global exchange and collaboration.
At the closing press conference, Hou Fushen, Vice Chairman and Secretary-General of the China Society of Automotive Engineers, emphasized that the industry’s long-term sustainable development requires the combined strength of “five joint forces”: scientific and technological innovation, supply chain collaboration, talent development, standard co-construction, and international cooperation. To this end, the China Society of Automotive Engineers will continue to improve platform construction, create a high-level academic exchange center for the global automotive industry, deepen strategic research to guide high-quality innovative development in the industry, promote industrial collaboration to build an open and integrated development ecosystem, and advance talent development to strengthen the foundation for industry transformation, thereby supporting the convergence of these five forces.
Zhang Xuming, Secretary-General of the WNEVDO, noted that the organization will concentrate on regional and global issues, leveraging the congress platform through activities such as specialized seminars to encourage international exchange and cooperation. It will also conduct comprehensive strategic research to provide intellectual support for policy development and industrial upgrades, promote the mutual recognition and harmonization of standards to optimize the global supply chain, and expand the global cooperation network to create a broad collaborative community involving members, policy stakeholders, and partners, thus enhancing the organization’s global influence and engagement.
Huang Wencong, Deputy Director of the Hainan Provincial Department of Industry and Information Technology, highlighted that this year’s congress featured more prominent “Hainan elements” and a stronger “Hainan voice,” characterized by three key aspects. First, a series of “1+4” activities were planned for the first time to promote international cooperation and exchanges in a diversified manner. Second, focusing on integration with the independent customs operations of the free trade port, a new Hainan-themed main forum was established to encourage extensive investment promotion and the signing of several new energy vehicle-related projects, including agreements with CATL and China Auto Rental, totaling over RMB 3 billion in contract value. Third, efforts were also made to involve the public and organize educational tours for large groups of students.
Feng Yong, Vice Mayor of the Haikou Municipal People’s Government, mentioned that Haikou formed a dedicated task force for the congress, meticulously planning and efficiently managing support services. Departments such as science and technology, industry and information technology, public security, and urban management worked together to ensure the event was safe and successful, earning high praise from organizers and attendees. The congress platform was also used for proactive investment promotion and networking, engaging well-known companies like XPeng, Geely, and Volkswagen, which resulted in several cooperative intentions. China Auto Rental established a presence in Haikou, and CATL signed a cooperation agreement with Longhua District. In addition, the first phase of the Hainan World New Energy Vehicle Experience Center project was completed, hosting inspections by key guests and business representatives, thereby speeding up industrial development.
With an open attitude, practical measures, and a collaborative spirit, the WNEVC 2025 has gathered global insights to promote mutually beneficial cooperation, injecting new impetus into the green and intelligent transformation of the global automotive industry. The congress not only provided a valuable opportunity for Hainan to establish itself as an automotive industry hub within the Free Trade Port but also outlined a clear direction for the sustainable development of the global new energy vehicle industry.
