GUANGZHOU, China, Aug. 26, 2025 — EHang Holdings Limited (“EHang” or the “Company”) (Nasdaq: EH), a globally leading urban air mobility (“UAM”) technology platform provider, today announced the execution of an investment cooperation agreement with the Hefei government. Pursuant to this agreement, EHang will establish its product hub for the VT35 series in Hefei. The VT35 series represents EHang’s next generation of long‑range, lift‑and‑cruise, pilotless, electric vertical takeoff and landing (eVTOL) products. The involved parties intend to jointly invest in and set up a comprehensive base for VT35 series products within Hefei, encompassing research and development, testing, manufacturing, airworthiness certification, supply chain management, sales, operations, and talent cultivation.
This partnership signifies a substantial enhancement to EHang’s strategic footprint at its East China Regional Headquarters in Hefei and is expected to accelerate the industrialization of the VT35 series. The total capital outlay for this collaboration is projected to be approximately RMB 1 billion. Additionally, the Hefei government plans to offer EHang comprehensive support valued at roughly RMB 500 million, which includes orders for eVTOL aircraft, direct investments, or other forms of cooperation across the industry value chain.
The VT35 is EHang’s advanced-generation, long-range, lift-and-cruise, pilotless, passenger-carrying eVTOL aircraft. It is engineered for medium- to long-distance air travel, suitable for intercity, cross-sea, and cross-mountain transportation. Building upon the VT30 prototype, the VT35 incorporates significant upgrades, such as enhanced autonomous flight control and propulsion systems. By leveraging EHang’s proprietary autonomous flight operation and command-and-control system technologies, the VT35 achieves breakthrough improvements in both its design and reliability.
The Civil Aviation Administration of China (“CAAC”) officially accepted EHang’s Type Certificate (“TC”) application for the VT35 in February 2025, and it is currently undergoing the airworthiness review process. EHang intends to conduct the airworthiness certification efforts for the VT35 in Hefei, with the aim of securing the TC, Production Certificate (“PC”), and Standard Airworthiness Certificate (“AC”) for the aircraft. Furthermore, the Company will assist its joint venture, Hefei Heyi Aviation Co., Ltd., in applying for the inaugural Air Operator Certificate (“OC”) for the VT35. These combined efforts are designed to enable a wide array of operations—including urban and intercity passenger transportation, logistics, and emergency rescue services—within Hefei and the broader East China region.
Mr. Gaoyun Fei, Secretary of the CPC Hefei Municipal Committee, stated that EHang is a global leader in urban air mobility technology. He noted that in recent years, EHang has collaborated closely with Hefei, achieving mutual growth and making substantial contributions to the city’s emerging low-altitude economy. Mr. Fei expressed his hope that EHang will continue to expand in Hefei, strengthen its cooperation with universities, research institutions, and leading companies, and help introduce more advanced technologies to the city. He also encouraged EHang to attract additional high-quality projects, venture into sectors such as logistics, fire protection, and tourism, and work collectively to enhance the industrial ecosystem of the low-altitude economy.
Mr. Huazhi Hu, EHang’s Founder, Chairman, and CEO, remarked, “Since our partnership with Hefei began in 2023, we have achieved numerous significant milestones. These include the launch of EH216-S commercial flights, a breakthrough in solid-state lithium eVTOL battery technology, and the establishment of the VT35 series product hub. Each step brings our shared vision closer to realization. Hefei’s robust supply chain and forward-thinking policies enable us to transform the city into a practical innovation ground, where research and development, certification, manufacturing, and daily operations are all integrated. By working together with Hefei, we will accelerate the development of safe and scalable advanced air mobility and drive high-quality growth throughout the region.”
