NEW YORK, April 03, 2025 — Pony AI Inc. (Nasdaq: PONY), a leading company in the commercialization of autonomous driving technology, announced today that it has been granted a permit from Luxembourg’s Ministry of Mobility and Public Works to commence Level 4 (L4) Robotaxi testing. This significant achievement coincides with Pony.ai’s establishment of its first European research and testing center in Luxembourg, making it the first autonomous vehicle company to do so. With testing permits now secured in China, the United States, South Korea, and Luxembourg, Pony.ai is progressing towards its goal of creating a safer, more efficient, and accessible autonomous mobility landscape.

Pony.ai’s autonomous vehicle testing program will be conducted in collaboration with Emile Weber, a leading mobility solutions provider in Luxembourg. This partnership brings together Pony.ai’s advanced autonomous technology and Emile Weber’s broad expertise in transportation, including public and private transit, taxi services, vehicle rentals, and tourism operations.

“Pony.ai is proud to be among the first companies to receive a permit for autonomous vehicle testing in Luxembourg,” said Dr. James Peng, Co-founder and CEO of Pony.ai. “The country’s central location, supportive regulatory environment, and dedication to mobility innovation make it an ideal base for our European operations. Our collaboration with Emile Weber provides valuable local knowledge as we begin testing our technology in European conditions. We appreciate the confidence shown in our technology by Luxembourg’s Ministry of Mobility and Public Works and look forward to a productive and collaborative partnership as we work to integrate autonomous solutions into Luxembourg’s future transportation system.”

Luxembourg’s Minister for Mobility and Public Works, Yuriko Backes, stated: “The issuance of this testing permit represents a key moment for the future of mobility. Autonomous driving is a significant innovation with the potential to transform our daily lives. The government is pleased to support companies like Pony.ai in their pursuit of new technologies and is dedicated to supporting initiatives that aim to enhance the safety and efficiency of mobility.”

Throughout 2024, Pony.ai has been strategically expanding its presence in Europe. In March, the company signed a Memorandum of Understanding (MoU) with the Government of the Grand Duchy of Luxembourg to collaboratively explore the development of autonomous mobility solutions. In September, Pony.ai officially established its European division and hub in Luxembourg, which now serves as the foundation for the company’s R&D and testing activities in the region. In October, the company partnered with Emile Weber to research, develop, and pilot autonomous vehicle solutions in Luxembourg.
